In Hogwarts Legacy, potions can be used in or out of combat by assigning them to your equip slot. The exception is the Wiggenweld Potion, which restores your health and is always assigned to the down direction on your direction pad.

You can equip all potions besides Wiggenweld by first opening the tool wheel using the LB (or L1, etc.). Then, move the right joystick to highlight the potion you want and let go of the right joystick. Next, let go of the LB button.
